Rogge had been too confident. He could have dodged on instinct, but instead he tried a flash-step, like the one Red-Hair had used when he met Whitebeard aboard Whitebeard's ship.

The instant Whitebeard threw the wine bottle, Red-Hair flashed aside. No one could quite see how he moved.

Rogge had just tried the same thing. He was incredibly fast now: he dodged, then returned to his original position at the limit of his speed. Even Enel would have struggled to match him over such a small distance.

He moved so fast that he seemed not to move at all. The man thrown at him appeared to pass straight through his body. It was quite a sight.

Enel, Jelly, and Jerry all had Observation Haki, though. They caught Rogge's movement, which was why they laughed.
