Some people might not recognize the name Ballywood Kingdom, but its king would be familiar to them. Hamburg, the king of Ballywood, had chaired a Reverie—a man who never looked back.

Ballywood was one of the few Affiliated Nations in the New World. The New World had always been a paradise for pirates, and countries that survived there were either extremely strong or extremely weak.

Dressrosa, for example, was a World Government Member State and one of the countries from which the Celestial Dragons had originated. Yet its military strength was nothing impressive; even its guardian was only a fighter on Kyros's level.

The truly powerful countries in the New World were places like Wano Country and Elbaf. Countries were either strong enough not to join the World Government or too weak and forced to shoulder an enormous financial burden.

Ballywood clearly did not fall into those categories. Hamburg was a strong-handed king who enjoyed his people's support, and Ballywood had developed well over the years.

Yet even a country like this still had to rely on one of the Four Emperors. In the New World, the World Government could not be relied upon. Even after Marine Headquarters relocated here, it still could not get the pirates under control. This was the New World.

Bawari, a port city in the Ballywood Kingdom, was enormous. Many merchants and pirates came ashore here, and anyone entering through the docks could see a pirate flag hanging at the entrance.

It was precisely because of that flag that Ballywood was so peaceful. Even pirates who came looking for trouble would flee in terror upon seeing it.

Rogge did not know what Red-Hair was really like.
