Background and History

The World Government’s origins were concealed for centuries through the suppression of the Void Century. The history later read from Poneglyph records states that twenty kingdoms opposed Joy Boy’s Dawn Kingdom, seized control of a powerful creature atop the Red Line, and destroyed the Dawn Kingdom. The victors became the Celestial Dragons, while the World Government was formed under coercion to serve their rule 435 436 437.

Its modern authority rests on affiliated nations paying the Heavenly Tribute. Countries unable to pay lose World Government membership and the protection associated with it; the tribute ultimately serves the Celestial Dragons rather than ordinary citizens or the Marines 3 393. Some territories are directly administered by the Government, including the cities linked by the Sea Train, while Earthfire Island was placed under its jurisdiction after disputes among three kingdoms 36 95.

The Government preserved its balance of power by supporting the Seven Warlords of the Sea against the Four Emperors. After Rogge defeated Crocodile, it elevated him to Shichibukai status to protect its public image and gain leverage over a powerful pirate 61 92. This arrangement deteriorated as Rogge expanded into an Emperor-level force, broke from the system, and exposed the Government’s attempts to seize his commercial network 304 318.

Fujitora’s public apology in Dressrosa and the exposure of Crocodile and Doflamingo’s abuses intensified opposition to the Warlords, leading to the system’s abolition 330 377.

Rogge’s intelligence network then weaponized public anger over pirate attacks, insufficient Marine protection, and the Heavenly Tribute. More than twenty countries voluntarily withdrew from the World Government—the first mass voluntary withdrawal in over eight hundred years—and the number soon reached thirty 393.

The Government’s attempt to restore control through SSG deployments made the crisis worse. Officials massacred civilians, falsely branded protesters as Revolutionary Army members, and reduced multiple countries to Lawless Areas 399. More than eighty affiliated nations were reportedly attacked by Government-controlled forces, destroying centuries of accumulated legitimacy 402.

After Rogge publicly broadcast accusations concerning the Celestial Dragons and the Void Century, the Government declared open war on the Asura Pirates and ordered attacks on every island and member linked to them 419 422. Its authority collapsed further when more than one hundred nations withdrew, leaving only a small number of weak allies 422.
