Never mind the heavenly tribute-even countries that had escaped the incident were beginning to join the fighting, some taking advantage of the chaos to plunder their neighbors.

So the world descended into utter chaos. More than sixty countries were suddenly embroiled in the turmoil, and the plundering by several intervening nations sparked even more serious wars between countries.
The World Government could no longer spare any attention for the changes in the New World. They unanimously blamed the Revolutionary Army and the Asura Pirates for the unrest, so they began launching widespread attacks on Revolutionary Army bases while keeping a close watch on the Asura Pirates.
But the Revolutionary Army had long since emptied those bases. Its members were ordinary people-how were they supposed to find them? Any of those people could potentially belong to the Revolutionary Army.
