Background

On June 28, 2017, an unknown White Light spread from the Arctic across the world. Soon afterward, rare humans began manifesting Superpowers and were classified as Mutants. Statistical estimates place their occurrence at roughly one per ten million people. 1

Early assumptions that Mutants had undergone genetic mutation were disproven by testing: Xiao He and Ye Wanqing's genes were found to be ordinary. The Special Response Department instead concluded that the White Light is an energy source which only certain people can control. 39

Because powerful Mutants can influence military, diplomatic, and disaster-response outcomes, governments treat them as strategic assets comparable to nuclear weapons. Their public appearances, recruitment, and personal information are frequently controlled for political and security purposes. 1 7

Superpowers

Mutant abilities vary dramatically in form, scale, and practical use. Powers may enhance the body, alter identity or perception, manipulate matter or energy, create domains, transform the user, or grant highly specialized effects.

• Physical enhancement — increases strength, speed, durability, or regeneration; some Mutants reach high levels solely through transformed physiques. 1 170
• Transformation and biological adaptation — Xia Yu can gain an organism's traits by consuming its viable cells or bodily fluids, though full transformations can impair her senses and control. 34
• Identity manipulation — Ye Wanqing can change a person's real name through valid identification; the new name is recognized by people and official records. 1
• Perception and calculation — Xie Haining's “Bullet Time” lets him process vast amounts of information, predict attacks, and calculate complex shots with extreme precision. 75 79
• Matter, energy, and spatial effects — Mutant powers include telekinesis, kinetic-energy absorption, short-range teleportation, force manipulation, and defensive constructs such as Perfect Cube. 129 130 172
• Rule-based or conditional abilities — some powers depend on specific activation conditions, targets, spoken commands, named identities, or other restrictions. Xiao He's ability originally required him to regard someone named “Lin Tiannan” as an enemy. 1 8

Limits

• Superpowers are not automatically decisive; combat training, physical condition, technique, information, and ability compatibility can determine the outcome. 39 199
• Many abilities have exploitable rules or weaknesses, including limited range, activation conditions, required speech, physical vulnerabilities, or finite manifestations. 129 197 261
• A powerful ability can be dangerous to its user or others when poorly controlled, particularly during full biological transformations or uncontrolled use of destructive force. 34 76

Classification and Ratings

Ratings are useful for regulating match equipment and safety measures, but they do not reliably predict real combat performance. Xie Haining, rated below LV2, defeated the Level 5 Mutant Makina through superior processing, timing, and Tai Chi technique. 196 199

Recruitment and Containment

The Special Response Department evaluates discovered Mutants through psychological assessment before deciding whether they can be trained and assigned to missions. Cooperative individuals may receive physical training, Superpower testing, and gradual field deployment. 76

Dangerous Mutants may be renamed “Lin Tiannan” and confined in a high-security island prison in Beichang City. The standardized name enables Xiao He's ability to be used as a containment measure. 76 130

• Captured Mutants may be offered training, reduced sentences, or supervised cooperation in exchange for public service. 165 238

Eric Cavendish demonstrates that Mutator status does not inherently determine a person's character: despite his frightening appearance and enhanced body, he secretly spent years helping others and later assisted humans against other Mutators. 284

Public Role

Mutants became symbols of national strength soon after their emergence. Governments publicize selected heroes while concealing sensitive details about their identities and abilities. China introduced Xiao He as Yinglong and Ye Wanqing as White Marsh after footage showed Yinglong neutralizing a typhoon. 7

The international Mutant Competition further turned Mutants into political, commercial, and media figures. Its matches are used to compare national strength, establish ratings, test abilities, and shape public perception. 121 173

Mutants also increasingly serve as emergency responders. Yinglong later proposes integrating Mutants into an AI-assisted dispatch system for fires, traffic collisions, disaster relief, and other incidents requiring specialized powers. 237
