He was safe because he kept his promises. He had made a wager with God that neither of them could interfere in the human world. Whether people went to Heaven or Hell would be entirely their own choice.

Satan had honored that agreement, hiding in Hell all day and ignoring the human world. If Constantine had not used his fragrant soul as bait, he might not even have known that his son had nearly succeeded in conquering Earth.
