The introductions were not particularly thorough. They mainly listed how many experts each sect or family possessed, whether any had reached the spirit king realm, and what backers stood behind them.
The factions backed by the Vast Earth Empire's Imperial Family were marked with particular care. Since Huo Hai had a clear idea of what he was looking for, the search did not take long. After just two hours, he had a list of more than forty names, all suitable targets for him to strike.
Huo Hai leafed through the map, muttering to himself, "This one won't do. Too close to the Imperial Capital. This one... this one won't do either. Too many factions nearby. It would be easy to attract attention. This one's too far away. It isn't within the Vast Earth Empire..."
After a series of eliminations, only a few targets met Huo Hai's requirements. They all shared the same traits: they were relatively close, and their bases were tucked away in secluded places, where anything that happened would be unlikely to attract notice.
Of course, the factions Huo Hai had picked out were all marked in gray-black on the map. That color meant they were hardly decent people, or at least their public reputations were poor. Their sects did not have many powerful experts, either. Even if they had spirit king realm experts, there were only one or two. Any more than that, and Huo Hai really would not dare make a move.
