Background / History

Founding and early failure

Kumogakure established the Ninja Academy a few years after the Second Shinobi World War, following the example of Konoha and the other great villages. Before its creation, Kumogakure relied on direct master–apprentice training under squad leaders, which often required students to pay for instruction. 1 2

The early Academy was poorly organized and close to abolition. Its original twenty Chunin instructors had dwindled to three, and its leadership had unsuccessfully prioritized cultivating elite loyalists before building a broad student base. 3

Chiba Shun’s reforms

After becoming a Chunin, Chiba Shun joined the Academy and persuaded its head, Aoki Yuyi, to adopt mass recruitment, systematic training, and ideological education. The Third Raikage approved the proposal, funded the expansion, and merged orphanages into the Academy. 3

The reformed Academy initially focused on orphans from Kumogakure, the Land of Lightning, and other countries. Its curriculum was built around the Will of Lightning, an ideology presenting Kumogakure and the Raikage as protectors while depicting Konoha as responsible for the children’s suffering. 3 4

Centralization under the Third Raikage

Following the Third Raikage’s consolidation of power, all Kumogakure ninja and ninja apprentices aged eight or younger—including clan children—were ordered to retrain at the Academy. Foundational subjects

Assessment System

Chiba established a numerical assessment system applicable to Academy students as well as Genin, Chunin, and Jonin. Scores are measured against an average Jonin standard, with 10 points representing the expected level of an average Jonin in a given category. 47 48

Mission Program and Student Support

After six months of training, the Academy’s oldest students began completing D-rank work such as farming assistance, cleaning, childcare, and recovering lost pets. Students retain 80% of mission earnings, while the Academy receives the remaining 20% to support operations and cultivate promising students. 7 8

This arrangement made the Academy financially attractive compared with the traditional squad-leader system, where students often surrendered at least half of their mission income and paid separately for instruction. 7

Root infiltration
