Steve joined the Arbitrators after Nick Fury and Alexander Pierce proposed him as a bridge between the organization and international authorities. He accepted Chen Tian’s terms: cooperation with the Arbitrators without submitting to S.H.I.E.L.D. or World Security Council control. His first meeting with Tony Stark was openly hostile, particularly after Steve invoked Howard Stark. 26

Chen later recruited Steve to investigate Nick Fury’s secret Tesseract research.
