Looking down at Punk Hazard, Werther marveled at the island's environment.
An all-out battle between Logia users could actually change an island's climate. Werther couldn't do that, even if he were ten times stronger.

"Buffalo, do you know exactly where the research facility is?"
Werther knew only that Caesar's research facility was on Ice Island. He didn't know its precise location, and the island below was far from small. Finding it with Observation Haki alone would take a long time.
"Don't worry, Lord Werther. I've been here a few times. But I can only take you to the entrance. I work for the young master, so it wouldn't be good for Caesar to see me here. The young master still needs Caesar to supply SAD."
Werther understood Buffalo's position. Once Buffalo got him to the facility, he could handle the rest himself.
