Dance Powder, also known as Rain-Calling Powder, was a green powder invented long ago in a country where it never rained. It produced a mist-like smoke that drifted into the sky and created so-called Artificial Rain.
The name came from the hope that people would dance for joy when rain fell. But using the powder caused drought in neighboring countries downwind. When those countries discovered the cause, war broke out, and the World Government banned the powder's manufacture and possession.
Dance Powder first appeared in the familiar Alabasta arc of One Piece. Baroque Works, the secret criminal organization led by the Sand Crocodile, used it to bring drought to the desert kingdom of Alabasta as part of the Utopia Plan, stirring its people to rebellion.
