There were many Sky Islands in the One Piece World. Weatheria, the artificial Sky Island where Nami had trained for two years, was one of them. So was the Sky Island above Jaya.

Unlike the others, though, this place also had another name: the Land of God.

But setting aside the so-called "god" in its name, the place was just another country.

The other way was to ride the enormous current near Jaya Island, known as the "life-or-death route," as it surged skyward. There was no death rate to speak of on that route: either everyone died, or everyone survived.

After all, the White Sea stood a full seven thousand meters above sea level. Aside from a hardened monster like Kaido, anyone who fell from there would be reduced to pulp.

Of course, anyone capable of flying high enough could simply fly straight up.

That was how Loa and the others had arrived.

They had even bypassed the White Sea and the cloud-river route, coming straight to the upper sea, more than ten thousand meters above sea level, near Angel Beach. In other words, Loa had not paid the entry fee to Amazon, that sour-faced old woman. He had entered illegally, a level-eleven offense.

God or no god, even an ordinary country down in the Blue Sea would arrest someone for that.
