Under Marine regulations, anyone promoted to Commodore had to attend a training camp organized by Marine Headquarters.
Those who distinguished themselves at the camp could be promoted directly to Rear Admiral when it ended.
"Commodore Wuli, are you really not going to the training camp?" Shu asked. The camp was famous throughout the Marines. Every Marine who completed it saw a dramatic leap in strength and, at the very least, came away with the potential to become a Vice Admiral.
"No. Vice Admiral Garp arranged another assignment for me." Wuli smiled at Shu. "You're bound to be stronger when this camp is over."
Shu nodded and looked at Wuli earnestly. "I'll work hard to get stronger. I hope I can be as strong as you someday."
Shu's gaze was resolute. He admired Wuli, but he had a competitive streak too. Having worked alongside Wuli, he had made him his goal.
Seeing how serious Shu was, Wuli didn't know whether to laugh or sigh. All he could do was offer a few words of encouragement. After all, the training camp was an excellent chance to grow stronger. Every Marine believed that without question, especially since Admiral Candidates, and even former Fleet Admiral Sengoku and Garp the Hero, offered instruction there.
Wuli fell into thought. He had originally been supposed to attend the camp too, but his earlier actions had left him in a precarious position. Staying at Marine Headquarters while Kizaru suspected him would have been like walking on thin ice.
Garp had noticed Wuli's predicament and made an exception, sending him out on an assignment. It broke the rules, but Garp the Hero's word still carried plenty of weight.
