Personality

Shu is taciturn and initially difficult for Wuli to communicate with, but he is calm and dependable under pressure. He takes command during a New World storm, later requesting formal command authority because Wuli lacks experience in naval operations. 28 30

He is highly loyal to both his subordinates and Wuli. After being unable to assist effectively against a Sea King, he is ashamed of his weakness and resolves to train until he can fight beside Wuli rather than merely watch. 43

Partnership with Wuli

Following the World Military Draft, Shu is assigned as Wuli's partner. He demonstrates his judgment by navigating their ship through a dangerous storm, then leads the pursuit when they encounter the Straw Hat Pirates' Thousand Sunny. 28

Although both men hold the rank of colonel, Shu explains that Wuli possesses the real command authority; Wuli agrees to let Shu take charge so he can learn from Shu's operational experience. 30

Conflict with the Straw Hat Pirates

Shu takes responsibility for fighting Zoro, seeking a rematch after their Enies Lobby encounter. He stalls Zoro to protect Wuli after Zoro becomes hostile over Wuli's knowledge of Luffy's past. 31 34

Zoro defeats Shu's defenses with Haki-enhanced Three-Sword Style: Tiger Hunt. Wuli intervenes with a water barrier, saving Shu and beginning his own duel with Zoro. 35

Calm Belt Rescue

When their warship finds civilians being attacked by a Sea King, Shu supports Wuli's decision to intervene. He assumes command of the rescue while Wuli battles the monster alone. 41 42
