"What else can we do?" The Marine Base's rear admiral gave a bitter smile. "Wuli, Commodore, please don't make another mistake. We can't casually upset the understanding between the Marines and the Shichibukai. If you throw that balance off, the consequences may be more than any of us can bear."

The rear admiral stressed those last words and held Wuli's gaze for several seconds. But all he saw in Wuli's eyes was resolve.
