He had never imagined that the blame pinned on him had actually been meant for those bigwigs at the Pokémon Association headquarters on Indigo Plateau.
According to Muto, every year, Indigo Plateau sent several teams to Mt. Silver to steal Pokémon Eggs from the wild Pokémon here. Each team consisted entirely of Veteran Trainers and had a Top Trainer backing them up.
And they did it during the late winter and early spring, when Pokémon activity was at its lowest.
At that time, winter food stores were nearly depleted, while new food had yet to grow. Wild Pokémon were often somewhat malnourished, leaving them low on energy.
The Pokémon of Mt. Silver were much the same. Since they were usually wasteful and never learned their lesson, they only realized they should conserve food when they were almost out.
Indigo Plateau took advantage of that opportunity to steal the Pokémon Eggs of Mt. Silver's powerful wild Pokémon, because strong parents often passed down excellent genes and useful Egg Moves to their offspring.
The Top Trainer never took action. He was merely the Egg carrier and would not support the Veteran Trainers stealing the Eggs. If things went wrong, he would run immediately as well.
Apparently, last year, Mt. Silver's Totem Pokémon—the true local tyrant, that Tyranitar Heiduo had seen—had nearly caught that Top Trainer. But those Veteran Trainers had directly ordered their Pokémon to launch suicidal attacks, buying the Top Trainer time to escape.
Of course, aside from that Top Trainer, most of the Veteran Trainers had been killed by the Tyranitar nicknamed Giant. Not even bones remained; they had all been crushed into pulp by Rock
