A negotiation between wild Pokémon and humans officially began.

The human representatives making demands were Shari and Muto, both wearing strange, helpless expressions, along with the composed and distinguished Heiduo.

The representatives accepting those demands were the wild Pokémon: Mt. Silver's ruler, the "Giant" Tyranitar, and a group of Psychic-type wild Pokémon advisers.

The human side demanded that the wild Pokémon compensate Mr. Heiduo for his loss of time, mental distress, labor losses, and the loss of opportunities to improve his strength.

After careful deliberation, the wild Pokémon advisers decided to agree to Mr. Heiduo's reasonable demands.

Mt. Silver's ruler, Mr. Tyranitar, offered no opinion.

—The following were all of Mr. Heiduo's current demands.

First, every wild Pokémon involved in pursuing Mr. Heiduo had to offer him their most sincere apology, requesting his forgiveness through the human-world ritual of "kneeling and kowtowing," while also presenting a gift.

Second, every wild Pokémon that had participated in pursuing Mr. Heiduo or spreading false information about him had to unconditionally accept Mr. Heiduo's battle challenges. However, Mr. Heiduo had to ensure proper restraint and avoid excessively injuring his opponents.

Third, Mr. Heiduo was permitted to establish a suitably sized base on Mt. Silver. Psychic-type, Dark-type, and Ghost-type wild Pokémon were forbidden from entering Mr. Heiduo's residence without permission or unlawfully harming him. Otherwise, Mr. Heiduo could choose to retaliate.

Fourth, Mr. Heiduo was permitted to undertake mountain-climbing challenges on Mt. Silver. Attacking Mr. Heiduo himself was strictly forbidden.

Fifth, with the consent of the wild Pokémon of Mt. Silver themselves, Mr. Heiduo had the right to take away any wild Pokémon from Mt. Silver without obstruction, including members of the Tyranitar clan.

Those were all of Mr. Heiduo's current demands, though the possibility of additional demands in the future
