From space to the planet, Deoxys had stayed on Anomalous Magnet Mountain for more than two full years. Longing for freedom and the natural world, it had long been unable to hold itself back and wanted to leave the mountain.
So it discussed taking a trip outside with Heiduo.

To be honest, before those five people had come, Individual Three had considered Heiduo's words alarmist.
