Characteristics

Mutants are rare superpowered humans whose abilities emerge after their X Gene awakens. Their powers vary widely, ranging from physical transformation and regeneration to plasma control, illusions, elemental manipulation, and intangibility 50 68 79.

• Mark estimates that there may be fewer than 20,000 Mutants in the Federation, making encounters with them exceptionally uncommon 26.
• Their existence is concealed from the general public, though many officials in the police, military, and government know they exist 27.
• Awakening can cause obvious physical changes, such as fish scales, animal ears, tails, or humanoid animal forms 26 69 137.
• Many Mutants remain hidden because they fear discrimination, capture, or experimentation 51 67.

Abilities

Mutant powers are highly individual and cannot be generalized into a single ability set.

• Physical enhancement — Some Mutants possess superhuman strength, speed, durability, senses, or regeneration.

  • Olive has enhanced strength, animal traits, rapid healing, and heightened perception 69 80.
  • X-8 possessed bone claws, extreme durability, enhanced smell, and rapid regeneration 79.
  • Thomas Wright had roughly fifteen tons of punching force and was identified as a Level Two Mutant 102.

• Transformation — Certain Mutants can assume non-human or partially non-human forms.

  • Leo Marshall can become a fish-like humanoid and control certain fish 137.

Classification

Mark established a five-rank system for documenting superpowered individuals’ abilities, history, contributions, and potential. Rankings may change as abilities develop 138.

Li Qianhuan was provisionally classified as Rank 4 because of the potential of her plasma manipulation 138.

Persecution and Exploitation

Mutants are frequently treated as dangerous anomalies rather than people. Mark warns that organizations secretly capture Mutants for experimentation, making secrecy essential for him and Li Qianhuan 51.

• Social rejection — Luca Barnes was driven from his home after becoming a bear-man, while Leo Marshall was sent to a hospital that secretly experimented on him 137.
• Poverty and concealment — Li Qianhuan survived through street performances, theft, and apparent shelter in sewers while avoiding assassins 35.
• Criminal targeting — Gangs and underground organizations may pursue Mutants because of their abilities or connections 61 67.
• Trask Industries — Trask secretly captured Mutants, performed biological experiments, created mutant clones, and used implanted bombs to control surviving subjects 67 142 143.
• Clone disposal — Trask’s laboratory destroyed more than 3,000 “defective” clones and subjected successful clones to lifelong experimentation, modification, and control 143 145.

History

Early Known Incidents

The first Mutant directly encountered by Mark was a fish-scaled kidnapper hired through the Blackfire Gang. The Mutant used bubble-based concealment to ambush Rosalie, abduct Mark, and hide a van from police. Mark killed him with a one-million-volt, 500-milliamp modified stun gun during the escape attempt 26 28.

Mark later identifies Li Qianhuan as a Mutant after observing her plasma displays. He recruits her, provides shelter, and has Alice teach her electromagnetics and plasma physics so that she can develop her initially weak ability 33 35 50.

Trask Industries Conflict

Trask Industries becomes one of the greatest threats to Mutants by operating hidden laboratories dedicated to capture, experimentation, cloning, and control. Its agents pursue Ian, Olive, and Harumi, but Mark warns them in time and eventually recruits them after helping them evade capture 67 68 69 70.

Trask later attacks Payne Pictures to seize Mutants sheltered there. Mark defeats its forces, frees clone -23 from her implanted bomb, infiltrates the hidden laboratory, and releases sixteen imprisoned clones 140 142 143. Evidence from the laboratory exposes Trask’s crimes, leading to Lawrence Trask’s arrest and the effective collapse of Trask Industries 145.

Payne Group Protection

Mark increasingly builds organizations that employ, train, and protect Mutants. Ian, Olive, and Harumi become security personnel for Future Pharmaceuticals after firearms and tactical training 77. Brian and Ivy enter Payne Pictures, while Leo and Luca are accepted as interns after fleeing persecution 137.

To manage the growing population of Mutants and other superpowered people in his organization, Mark establishes the Superhuman Management Department and appoints Lina as its leader, with Li Qianhuan as her assistant 137 138.

Public Image

Mark uses Payne Pictures to improve public attitudes toward Mutants before their existence becomes widely acknowledged.

• Windwalker and Heart Whisperer star Brian and Ivy in stories about persecuted individuals who choose heroism over revenge 138 152.
• Anti-Mutant elites and victims of past Mutant attacks launch media campaigns against the films, arguing that Mutants should not be portrayed as heroes 152.
• The films nevertheless earn positive audience reactions and build public sympathy for Brian, Ivy, and people with unusual appearances 152.
• By the time of Stran’s murder, Payne Pictures has released more than ten Mutant-related films, and many persecuted Mutants have begun traveling to Los Angeles to join the Payne Group 183.
