In Gotham, few people could hold out against his methods.

After all, many of Gotham's super-criminals did not excel in combat. Even Penguin could not withstand more than a few moves from Batman.

"If you're a good man, then Gotham has no bad men."

Commissioner Gordon sneered.

Penguin did not mind. Instead, he looked at Li Ang and the others, a harmonious smile suddenly appearing on his face. "You all did well. Bonuses will be handed out later, and take two days off."
