Unless one day, Xinhai became powerful enough that those organizations would not dare act rashly, or his standing in the League rose high enough that they would have to weigh the consequences before touching him.
Before then, Golem could only remain inside its Poké Ball and come out for some activity in training facilities where there were no outsiders.
For the same reasons, the two Pokémon could only stay inside their Poké Balls most of the time.

"Gardevoir?" (Swim there?) Gardevoir froze slightly, a trace of confusion flashing through her red eyes.
Having made up his mind, Xinhai nodded. His gaze passed over Gardevoir and landed on the elegant figure in the distant sea, the smile on his lips deepening.
