False Phantoms, Everyone Fell for It

It was Roya who announced to everyone that Zoro and Sanji would be executed.

As Pirates who had landed on Drum Kingdom without permission, Roya had originally sentenced them to death.

So, after capturing Zoro and Sanji,

he had kept them imprisoned.

Now, he was bringing them out to lure in Luffy—or rather, Dragon!
