History

Konoha was founded by Hashirama Senju and Madara Uchiha to end the Warring States Era, when rival clans sent even children into battle. Its village model was later adopted by other nations, creating the system of one major shinobi village per country 147.

An early founding covenant, signed by Hashirama and countersigned by Tobirama Senju, gave the Uchiha and Senju equal authority to initiate impeachment proceedings against a Hokage under extreme circumstances. The document was sealed in Uchiha archives and forgotten until Lu Ming recovered it after becoming clan head 122.

Following the Nine-Tails' Attack, the Uchiha were relocated to Konoha's outskirts, placed under surveillance, economically restricted, and burdened with unpopular Military Police duties. Lu Ming later argued that these policies alienated the clan and helped drive it toward rebellion 123 124.

Konoha’s political crisis intensified after the kidnapping of Uchiha child Yaonai, the exposure of Danzō’s implanted Sharingan and Hashirama Cells, and accusations that Root had enabled kidnappings, human experimentation, and evidence suppression 114 115 117. Lu Ming used the founding covenant to impeach Hiruzen Sarutobi; support from the major clans and jōnin ultimately forced Hiruzen to abdicate 121 122 128.

Government

Hokage transition

Hiruzen Sarutobi’s removal ended the long-standing political dominance of the Hokage Building’s old faction. Although the public was initially told that he retired because of age and poor health, he was placed under guarded confinement while the circumstances of his resignation remained concealed to preserve stability 130.

Tsunade later succeeded him as the Fifth Hokage. Her administration publicly committed to investigating Root, resolving past abuses, and reforming Konoha’s medical, security, mission, and defense systems 151.

Founding-clan authority

The Uchiha’s impeachment of Hiruzen established that Konoha is not the private property of the Hokage or the elder council. Lu Ming invoked the village’s founding structure to argue that the surviving Uchiha clan retained a constitutional role in holding the Hokage accountable 121 122.

Security and Military

Military Police Force

Under Lu Ming, the Uchiha retained control of the Konoha Military Police Force. He restructured it to remove Uchiha officers from routine civilian disputes and concentrate elite shinobi on serious criminal and ninja-related cases 29 30.

• Civilian Police Office — intended to handle ordinary civilian disputes with civilian personnel. 30
• Civilian Courts — intended to resolve civilian conflicts through civilian judges. 30
• Criminal Police Office — staffed by elite Uchiha ninja to pursue serious crimes and shinobi criminals. 30
• Konoha Security Bureau — an enforcement body established by Lu Ming, nominally independent of the Hokage Building and answerable only to him. It was granted broad powers of search, arrest, and lethal response against resistance. 30

Uchiha Shrine

The Uchiha Shrine is not under direct Hokage command. It functions as the Uchiha’s independent military, training, research, and cultivation institution, while still cooperating with Konoha in missions, policing, education, and medical care 231.

Its Temple Formation allows four fighters to synchronize chakra, perception, breathing, and spiritual energy, producing combat power beyond the sum of its members. Early demonstrations showed four jōnin temporarily reaching Kage-level pressure together 32.

By the conflict with Akatsuki, the Shrine had grown to nearly two hundred official members, with more than thirty confirmed Kage-level fighters and reports of an additional forty to fifty Uchiha capable of manifesting Susanoo 315 316.

Uchiha Relations

Konoha’s relationship with the Uchiha shifted from surveillance and political exclusion to uneasy cooperation. Tsunade rejected the former leadership’s belief that Uchiha strength was inherently a threat, arguing that a Hokage should guide and integrate powerful clans rather than isolate them 146 208.

Lu Ming has repeatedly refused the Hokage position and declined to support an Uchiha candidate for it. His stated priority is Uchiha autonomy, military strength, trade, and long-term security rather than formal control of Konoha’s administration 122 143.

The current arrangement preserves Uchiha institutional independence while binding the clan and village through shared interests:

• Uchiha members may live in Konoha, accept missions, attend the Ninja Academy, and use Konoha’s hospitals. 231
• The Military Police continues cooperating with the Hokage’s administration. 231

Economy and Development

Wanda City

Wanda City is a joint Konoha–Uchiha commercial project planned for the wasteland between the Uchiha District and Konoha’s main urban area. The land had previously served as a buffer isolating the Uchiha from the rest of the village; the new city is intended to turn it into a commercial link between both communities 143 146.

Planned facilities include:

• Shops, restaurants, inns, and leisure areas
• Warehouses, auction houses, and cargo-distribution facilities
• Ninja-tool and medicinal-herb markets
• Trade routes connecting Land of Fire goods with Land of Lightning minerals, Chakra Metal, and military materials 151

The project is expected to create more than a thousand civilian jobs during construction and expand employment in transportation, construction, trade, hospitality, medicine, and food afterward 151.

Infrastructure and mission economy

Konoha historically relied on shinobi missions and funding tied to the Land of Fire Daimyō Court. Uchiha investment in railways, Myriad City, and related construction gave the village an alternative mission base and weakened the court’s ability to pressure Konoha through mission allocation 225 226 227.

Tsunade established a new mission priority policy:

• Uchiha-funded missions receive priority because of their scale, rewards, and long-term value. 227
• Konoha will not accept missions that harm Uchiha interests, including protecting Dark Exchange House assets or assisting those involved in Sharingan bounties. 227
• Konoha will continue to protect civilians and national security but will no longer automatically enforce private noble interests or political disputes. 226

Foreign Relations

Kumogakure

Kumogakure’s attempted kidnappings of Uchiha and Hyuga bloodline users triggered the crisis that exposed Konoha’s internal divisions. While Konoha’s former leadership considered sacrificing Itachi and Hizashi Hyuga to avoid war, the Uchiha and Hyuga instead formed an alliance and declared war on Kumogakure 41 47.

The Uchiha defeated Kumogakure independently of Konoha’s main military force. Lu Ming rejected Hiruzen’s attempt to present the victory as Konoha’s achievement, stating that the campaign had been an Uchiha victory from beginning to end 113.

The resulting surrender treaty granted the Uchiha:

• 678 billion ryo in reparations
• Mineral resources, Chakra Metal, military supplies, and ninja-tool materials

Land of Fire Daimyō Court

The destruction of Dark Exchange Houses and the Uchiha’s new economic power caused a rupture between Konoha and the Land of Fire’s nobles. The court attempted to demand compensation and punish the Uchiha, but Tsunade used Uchiha-funded construction contracts to establish that Konoha no longer depended on Daimyō Court missions 224 225 226.

The court’s influence weakened once it became clear that it still required Konoha for caravan security, enforcement, suppression of genuine threats, and protection from rogue ninja 226 227.
