Rika had originally been stationed farther down at Observation Station 4. After Larry contacted Geeta, she had been sent up to reinforce Poppy at the First Observation Station.
After all, the Future Swords of Justice and the Ancient Ho-Oh Guard were moving toward the upper levels. Poppy was strong, but she was still too young to shoulder certain important responsibilities.
