The Fleet Admiral's Office, once Kong's, had a new occupant.
Just yesterday, before a hundred thousand elite Marines gathered in the plaza at Marine Headquarters, former Fleet Admiral Kong had personally announced the World Government's order. He handed his position to Sengoku, then set off for the Red Line to take over as commander-in-chief of all armed forces.
With Kong gone, Sengoku had become the undisputed master of the Fleet Admiral's Office. His admiral's coat of justice had been replaced by the fleet admiral's robes.
Yet as he looked around the spacious office and at the Marines celebrating in the plaza outside, Sengoku felt no excitement over his promotion. Instead, he felt countless heavy burdens settle on his shoulders.
He had expected as much. A man in his position had responsibilities to fulfill. But now that he actually held the post, the pressure was far greater than he had imagined.
What weighed on him most were five documents issued by the World Government.
He had laid all five on his desk.
"Rocks II Eradication Plan!"
"Sky Pirate Crew Elimination Plan!"
"Shichibukai Plan!"
"World Great Recruitment!"
"Hosting the Reverie!"
After looking them over, he picked up the Shichibukai Plan and put it back in the drawer.
He knew what would happen if that document got out. The shock it would cause among the Marines—especially for Zephyr, the only admiral they had left—would be impossible to contain. Sengoku had only just taken over as Fleet Admiral. He could not handle the consequences.
Just then, someone knocked on the door.
"Fleet Admiral Sengoku, Admiral Zephyr, Vice Admiral Garp, and Vice Admiral Tsuru are here with the others!"
"Come in!"
