A month ago, after obtaining a Poneglyph, Crocodile had contacted Dracule Mihawk through a Den Den Mushi and invited him to join the Cross Guild he was building. Mihawk had refused without hesitation, saying he wanted no part in it.
But events soon took an unexpected turn. Two Shichibukai attacked Impel Down together, abandoning their titles. Then Zephyr defeated and captured Edward Weevil, while the Marines began preparing to abolish the Warlord System.
So Crocodile invited Mihawk again.

Having lost his own territory, Crocodile came to Mihawk's island and made it the Cross Guild's base.
Around then, Doflamingo learned of the guild from somewhere, contacted Crocodile, and asked to join.
