Ever since Rainbow Country defeated the World Government and the Navy twenty years ago, the Fish-Men living ten thousand meters beneath the sea had finally been free to live on the land they had always longed for.
They no longer had to fear discrimination—or being sold as slaves!
Rainbow Country also offered them all kinds of jobs so they could support themselves.
And so, Fish-Man Island had seen a huge wave of emigration.
It wasn't just the Fish-Men from the once-notorious Fish-Man District. Even some mermaids from the upper levels had set out for land, beginning new lives under the sun.
Most of those who left were adults.
They had little choice!
Compared to other races, Fish-Men were remarkably prolific.
A family with seventeen or eighteen children was perfectly normal. In the past, feeding that many had been impossible. That was why the Fish-Man District had come to exist: parents abandoned children they couldn't support, creating a place called the Fish-Man District that was, in truth, an Orphan Street.
Things were different now. On land, the jobs Rainbow Country offered gave Fish-Men enough money to provide properly for their families.
At its worst, thirteen years ago, a person could look down an entire street on Fish-Man Island and barely see one or two adult Fish-Men. Everywhere, there were only children left behind and elderly Fish-Men!
With the adults away working, slave traders had seized the chance to abduct Fish-Man children that year.
Fortunately, the Fish-Man Pirates led by Tiger and the Germa Legion arrived in time. Ten thousand Fish-Man fighters, a hundred thousand Germa soldiers, and twenty warships sealed off every sea route out of Fish-Man Island, bringing the crisis to an end.
