"Could you tell me why we should wait a while?" Robin sensed there was something unusual in his words.
"It won't be long before something happens in Water 7," Miming said. "Mr. Tom, the inventor of the Sea Train, will be persecuted by government agents, convicted, and arrested. The charge will be—refusing to hand over Pluton's blueprints."
"What?" Robin was stunned. Someone in this world possessed Pluton's blueprints?

"The craftsmen of Water 7 were the ones who built Pluton eight hundred years ago. For that reason, they passed Pluton's blueprints down from generation to generation."
"They feared that someone might find Pluton and use that weapon for improper purposes, so they needed the means to build another weapon capable of opposing it."
"And why did I know about it? Because this plan had my approval."
Miming said, "Robin, what is right and what is wrong? I think no one should speak with Master Tom face-to-face more than you."
"Wait!" Robin suddenly understood. "What will happen if I kill Spandine?"
"Master Tom's pardon will become troublesome," Miming explained. "Because the person in charge of handling this is Spandine's son, Spandam, the chief of CP5. If Spandine dies, there's no telling whose hands the case will fall into. The Celestial Dragons aren't people just anyone can command. Besides, using him will make it easier to revoke the warrant on you."
"Still, compared to your wish, that little trouble doesn't matter." Miming picked up two bottles of liquor and several breadsticks from the bar's wreckage, placed them in a bag,
