Background

Dragon learns that the Revolutionary Army never intended to assault Mary Geoise after the World Government begins preparing for an invasion. Recognizing that an unknown strategist has manipulated the Government into creating an opening, he investigates the situation and considers turning its expectations into a real liberation operation. 53

He eventually discovers that the mastermind behind the slave-escape preparations is a Celestial Dragon. Though initially suspicious, Dragon’s forces verify the authenticity of the routes and plans; because exposing Miming would endanger him, the Revolutionary Army agrees to assume responsibility for the uprising. 59

During the Mary Geoise revolt, Dragon leads the escape effort at the outer defenses. He destroys battlements and opens the main gate with wind powers, deliberately drawing enemy attention so the escaped slaves and revolutionaries can flee. 60

At the Bird Family estate, Dragon reveals Morley as the Revolutionary Army’s Western Army commander and takes control of the battle against the numbered agents. He restrains poisonous fog with his wind and prevents No. 2 from escaping. 67

After the operation, Dragon offers Miming a place in the Revolutionary Army. Miming refuses, believing that remaining within the Celestial Dragon system is necessary to protect the revolutionaries’ secrets and continue undermining the World Government from within. 68

Dragon is a muscular man with wild, unkempt hair, a tattooed face, and intense eyes. His commanding presence is emphasized by his ability to gather wind around himself and dominate the battlefield. 67

Dragon also shows restraint toward uneasy allies. He attempts to calm Fisher Tiger’s hatred of humans and respects Miming’s decision not to join the Revolutionary Army immediately. 67 68
