"And some young clan members who haven't awakened their Sharingan may not lack talent. They may simply have too little experience, or be slow to react or too innocent. One unexpected event could awaken two tomoe at once.

"We've had two such cases recently. My disciple Uchiha Fū graduated from the Ninja Academy without awakening his Sharingan and was usually rather timid, but he awakened two tomoe outright not long ago.

"Then there's Aida Uchiha, a clan ninja who had never stood out. He trained relentlessly and also awakened two tomoe outright. We need experienced Jonin to discover clan members like him, too.

"I believe it won't take long for the clan's overall strength to improve noticeably."

Uchiha Tenjo and the other senior officials smiled and nodded.
