As he listened to the discussion, Fugaku fell into thought. He understood better than the shinobi of his time just how much a successful Medical Reform would accomplish.

Once the Medical Reform succeeded, it would greatly reduce the death rate among Konoha shinobi. From the later stages of the Second Shinobi World War through the end of the Fourth Shinobi World War, it would play a vital role and save countless lives.

The Medical Reform would also play a significant part in Konoha's victories in the Second and Third Shinobi World Wars.

"I trust that anything you propose will be carefully considered. The Uchiha will support your suggestion unconditionally."

Fugaku nodded. Tsunade would become the Fifth Hokage, so doing her a favor now could not hurt. Besides, even without his suggestion, the Medical Reform would eventually pass.
