After getting up, Fugaku went straight to the Underground Base. He left a Shadow Clone above to deal with any unexpected incidents.
He had come to the Underground Base to inject himself with Hashirama Cells and take the next step toward the Rinnegan.
Before, his eyes had been ordinary Mangekyo Sharingan, and White Zetsu Cells had been enough to replenish the Pupil Power he lost. Now that he had the Eternal Mangekyo Sharingan, the Rinnegan was next.
He took the Hashirama Cells out of the Nutrient Solution, cut off a small piece, and prepared it for injection.
