It was a Summoning Scroll. Unlike a Sealing Scroll, which held whatever it sealed inside the scroll itself, a Summoning Scroll worked differently.
A Sealing Formula created a Sealing Space within the scroll, where the items were stored.
Items called by a Summoning Scroll were kept elsewhere. Living beings required a Summoning Contract, while inanimate objects required a Summoning Formation.
When the Summoning Formation at the item's location matched the one on the scroll, chakra could activate them. The two formations resonated and summoned the item.
Fugaku placed his hand on the formation inscribed on the scroll and fed chakra into it. A large number of wooden boards appeared, each marked with a Formula. Every board bore a different Flying Thunder God Formula.
