"I didn't expect word to reach you already, Father. I was planning to call a clan meeting in the next few days to work out the details.
"This is the main outline for the restructuring. Please take a look, Father, and see what else we should change." Fugaku took out a scroll and handed it to Uchiha Tenjo.

"How many people do you think the Security Force needs? How many would you assign to each department?" Uchiha Tenjo asked.
"Six hundred is the maximum I've calculated. The Uchiha population has grown substantially, and the policy encouraging families to have more children has borne fruit. But the new generation hasn't become ninja yet.
"Even Obito Uchiha, the oldest among them, has only just entered the Ninja Academy. For now, four hundred people can keep the Security Force running.
"Twenty would handle logistics, thirty would handle interrogations, ten would staff the Intelligence Department, and ten would staff the Household Registration Department. The Combat Department isn't included in this plan. The remaining three hundred and thirty would be responsible for patrols.
"One hundred and fifty would work during the day and one hundred and eighty at night. As the Security Force grows, most new members would go to the Patrol Department. The other departments could expand as needed.
"As for bringing in more older and younger members, we can do that gradually to keep the Security Force balanced."
Uchiha Tenjo nodded. "Good. There's no need to hold a clan meeting. Representatives of your generation have already taken part. I'll speak with a few of the old hands and make any final adjustments.
"But isn't ten people too few for the Intelligence Department?"
