The Fourth Raikage was furious, but there was nothing he could do. He snorted. "Fugaku Uchiha, you've captured me, but don't think I'll betray Kumogakure's secrets."
"You're getting worked up over nothing, Lord Raikage. Do you think Kumogakure's intelligence is of any use to me? With my strength, I could flatten Kumogakure whenever I pleased.
"Only one path remains for Kumogakure: become the second Sunagakure," Fugaku said.
"Dream on. Kumogakure will never yield."
"Don't forget why the nations founded Ninja Villages in the first place, Lord Raikage. It was to prevent war. No one wants to die.
"You may have strong support in Kumogakure, but you can't make everyone die with you. If forced to choose between their interests and their lives, I believe most people in Kumogakure would choose to live.
"And don't forget, the Daimyo has the final say in the Land of Lightning. He doesn't have your nerve, Lord Raikage. He'll know which way the wind is blowing."
The Fourth Raikage had no answer. Konoha was plainly stronger than Kumogakure, and the threat of a Tailed Beast was a joke to the Uchiha.
"What's your point? You want me to submit? Or are you just here to laugh at me?"
Fugaku shook his head. "I'm telling you that anything you do against me is futile. At most, it'll cost me a little effort.
"Besides, you're a valuable bargaining chip with Kumogakure. I'll speak with its Senior Officials. I expect you'll be back in the village before long."
The Raikage was about to speak,
