Four-nation war

The Land of Rain became a battlefield for the Lands of Fire, Wind, and Earth as their forces fought one another and Rain shinobi. Hanzō declared war on all three; Rain shinobi subsequently shifted from trying to drive foreign forces out to fighting to kill them 89.

As losses mounted, Amegakure pulled back its forces. Fugaku interpreted the withdrawal as an attempt to preserve Rain’s limited strength while the larger countries wore one another down 34. After the four-nation war ended, large-scale fighting ceased and civilians began rebuilding, although displaced people and street children remained 281 314 455 547.

Akatsuki and the struggle for Amegakure

Jiraiya took in three Rain war orphans—Yahiko, Nagato, and Konan—and trained them as ninja 518 519 523. Yahiko later founded Akatsuki to pursue peace. Its members aided war-affected villages and took in orphans, gaining support that Hanzō increasingly saw as a threat to his authority 547 573 574.
