Note: Regarding the power scaling, let me clarify this first, so I won't have to argue with a bunch of armchair experts.

Rayleigh is the vice-captain of the crew, at the Vice Captain level.

He isn't an elite officer like the All-Stars or Sweet Commanders.

There is a huge gap between the highest-ranking officers and their captains—a difference in tier.

The gap between a vice-captain and a captain is much smaller, and they can be considered equals.

Another example is Benn Beckman, the Vice Captain of the Red Hair Pirates. He is also at Emperor-Admiral Level.

Marco, Katakuri, and King, on the other hand, are merely the highest-ranking officers, not vice-captains.

Their strength is also a tier below Whitebeard, Big Mom, and Kaido.

Chapter 113: Heading to the Paramount War

"The Marines have made full preparations and are waiting for Whitebeard to come to his death. Aren't you going to do something?"

A glint flashed from Rono's eyes.

In the original story, Ace's Public Execution had been an all-out war between Whitebeard and the Marines.

It was also known as the Paramount
