Background / History
Training under Kong
Sengoku trained under Kong from his first day in the Marines. He regards his mentor as both an elder brother and a father, crediting Kong’s guidance with shaping him. Kong considers Sengoku a worthy successor because of his wisdom, composure, and commanding sense of justice 138.
During the old era, Sengoku repeatedly pursued Whitebeard. Their long rivalry made them both enemies and friends, and gave Sengoku a clear understanding of Whitebeard’s devotion to family and homeland 134.
Acting Marine Leader
By Atlas’s arrival at Marineford, Sengoku is handling Marine affairs despite still holding the rank of Admiral. He summons the new recruit, praises Atlas’s potential, and asks what justice means to him. After hearing Atlas advocate strength as the means to end the era’s chaos, Sengoku consults Tsuru and Kuzan about the recruit’s future 13 14.
He later watches Atlas defeat Instructor Shuzo and demonstrate extraordinary regeneration. When Atlas requests early graduation, Sengoku weighs the consequences of deploying such a powerful recruit rather than approving impulsively 19 20.
Sengoku and Akainu plan to expand Marine control in the New World by exploiting conflict between major pirate crews. The campaign consolidates captured territory and new Marine bases, increasing Sengoku’s standing within the organization 27 43.
Friction with the World Government
The Five Elders repeatedly delay Sengoku’s promotion to restrain the Marines’ growing influence. After Fisher Tiger’s attack on Mary Geoise, they make his Fleet Admiral commission conditional on Tiger’s capture. Sengoku rejects their attempt to blame the Marines for the incident but remains subject to their orders 47 120.
The Elders also identify the forced Buster Call on Ohara as a source of his resentment. Nevertheless, Sengoku secures approval for Atlas’s Admiral Candidate promotion after Golden Lion’s death, refusing to yield when the Elders question whether another candidate is necessary 74.
His disagreements extend to the Shichibukai system. Sengoku agrees with Atlas and Zephyr that allowing pirates to plunder legally disgraces Marine justice, while acknowledging that the Marines have no authority over the Government’s appointments 90.
Protecting Promising Recruits
Sengoku admits Ace, Luffy, and Sabo to the Marine school. Knowing Ace is Roger’s son, he chooses to conceal that identity from the World Government and give the child a chance to become a Marine. He explicitly rejects bloodline as grounds for conviction 76 77.
He also supports practical training over dependence on powerful Devil Fruits. When Atlas recruits Enel, Sengoku recommends Zephyr’s program to strengthen the new Logia user’s weak physical foundation 76.
The Paramount War
Atlas’s capture of Marshall D. Teach creates the threat of a Whitebeard attack. Although Sengoku initially prefers to avoid war, he refuses to release the prisoner merely to preserve the Government’s preferred balance of power. He commits the Marines to a public execution and prepares to confront Whitebeard 134.
During preparations, Sengoku resists efforts to divert key fighters to Mary Geoise, insists that Kuzan remain available, and requests a mandatory Shichibukai summons. He accepts Atlas’s assessment of Issho as an Admiral-level fighter and entrusts Zephyr with protecting evacuated Marine families 137 138 139.
At Marineford, he directs the worldwide broadcast, signals the invisible White Hou to bombard the arriving fleet, and orders the officers to break through the pirates’ center. Atlas abandons their planned joint assault with Akainu to challenge Whitebeard alone; Sengoku allows the deviation rather than recalling him 145 146 147 148.
Sengoku personally repels Kaido’s surprise attack in his golden Buddha form. As the battle escalates, he prepares an encirclement involving fifty warships, remains focused despite reports of trouble at Impel Down, and joins Atlas against Whitebeard. His shockwave severely wounds Whitebeard; later, another shatters Jozu’s diamond defense and enables his capture 150 152 153 155 156 158.
Fleet Admiral and Growing Institutional Tension
After the war, Sengoku oversees the response to the Level 6 escapees and renewed pirate activity. He supports requests for exceptional promotions and a World Military Draft, but the Government’s control of funding and recruitment limits his options. The Five Elders ultimately refuse the draft 160 230.
His formal investiture follows the Paramount War. He calls for an era of Marine justice and confers Admiral rank on Borsalino, Sakazuki, Kuzan, and Atlas. Shortly afterward, he refuses the Celestial Dragons’ request to station Atlas at Mary Geoise, choosing Borsalino instead to avoid worsening Atlas’s hostility toward them 163 164.
When the Government proposes making Edward Weevil a Shichibukai despite his killing Marines, Sengoku assigns Atlas to eliminate him first. He also recognizes Atlas as a potential successor and expects his uncompromising justice eventually to bring him into conflict with the World Government 230 254.
The institutional rift deepens when CP0 attempts to abduct Luffy inside Marineford. Sengoku orders the area sealed and investigates the motive. When Garp heads toward Mary Geoise in fury, Sengoku physically restrains him, warning that the Holy Land may possess a dangerous national treasure 254.

His skill at overt and covert maneuvering complements Tsuru’s broader strategic judgment 20 27 160.
His political caution does not amount to unquestioning loyalty. He privately shows no concern for the Celestial Dragons’ survival, resents Government interference, and protects Marine interests when he can. At the same time, he argues that the Marines cannot yet break away from the Government and that leadership requires thinking beyond immediate satisfaction 47 74 77.
He separates guilt from ancestry in Ace’s case, but can be ruthless toward active enemies. At Marineford, he aims to prevent pirate escapes and finish Whitebeard even though their shared history includes friendship. Duty takes precedence over those personal bonds 77 152 155 156.
Garp frequently breaks his composure through unannounced entrances, neglected assignments, and stolen snacks. Sengoku’s anger is usually comic, but he also acts as the restraint on Garp’s most dangerous impulses 13 164 190 254.
