Whatever the relationship between a village and its Daimyō, it was understandable that a Daimyō would want more control and seek to weaken the village.
At least from the Daimyōs' perspective, they wanted their country's Ninja Village to win battles, protect their country, and give them something to hold their heads high about in front of their relatives.
After all, the Daimyōs of the various countries were related to one another. They maintained certain unspoken understandings, and weakening the Ninja Villages was something they all wanted to see.
Konoha was simply too strong. It had to be weakened.
Even the Daimyō of the Land of Fire shared that understanding. In the future, the Daimyō would go so far as to interfere with the appointment of the Hokage. At first, the Hokage and the Daimyō had maintained a balance as equals. But as Konoha weakened, the Daimyō gradually began to gain the upper hand.
That had to do with Konoha's decline, but also with Hiruzen Sarutobi's weakness in his later years.
For now, Uchiha Yi had no control over what the Daimyō's Residence was thinking. If anything, he hoped it would make more moves against Konoha. One or two incidents might mean little, but once they added up, he could lay out the facts and make his case. Then he could free himself from the constraints of the One Country, One Village System as a matter of course.
Otherwise, if he tried to push through reforms at will, the people beneath him would hardly follow him wholeheartedly.
Of course, that depended on Uchiha Yi being strong enough to suppress all opposition.
For now, he only needed to collect evidence of the Daimyō's Residence's "crimes" bit by bit.
