Background / History

Hiruzen was born during the Warring States Period but grew up mainly in the era of ninja villages. His father, Sarutobi Sasuke, was one of Konoha’s five most important founding figures, giving Hiruzen a substantial political foundation. He and Danzō knew each other before the village’s founding and later trained under Tobirama Senju, undertaking missions and fighting in the First Shinobi World War together 259 287 362.

During a peace mission to Kumogakure, Kinkaku and Ginkaku’s rebellion caught the visiting Konoha delegation by surprise. The injured Tobirama stayed behind to cover his companions’ retreat, allowing Hiruzen and the others to escape. Hiruzen subsequently worked to prove himself worthy of his teacher’s choice of successor 27 52.

Tobirama’s sudden death nearly fractured Konoha. Mito Uzumaki helped stabilize the village and supported Hiruzen’s accession, alongside his circle of comrades. Kagami Uchiha was the first Uchiha to support him as Hokage, angering clansmen who believed Kagami—or their own clan leader—should hold the office 1 136.

As Hokage, Hiruzen taught Tsunade, Orochimaru, and Jiraiya. Because his duties prevented him from personally leading their missions, Kagami frequently accompanied them and contributed to their training 15.

Appearance

  • Graying hair — His hair has begun turning gray after years of uninterrupted work as Hokage 27.
  • Hokage battle robes — Wears them when confronting Danzō and the resurrected Hokage 244.

Personality

Hiruzen combines genuine concern for Konoha with a preference for caution and compromise. He rejects Danzō’s proposal to spend Mito’s remaining strength on conquering the Land of Lightning, favoring defensive readiness and negotiations instead. He also wants Kushina to live as a free Konoha ninja rather than be forced into becoming the Nine-Tails’ vessel 61 106.

His protection of talented children is intertwined with political calculation. He gives Yi exceptional resources and access to techniques, yet initially considers an Uchiha unsuitable for the Hokage position. He deliberately plans to use Yi and the Uchiha Clan to restrain one another, while the Sarutobi Clan’s interests also influence his succession concerns 15 45 61 197.

Longstanding bonds make him slow to act against Danzō. Both Mito and Tobirama judge that he gave Danzō too much freedom and failed to contain his ambition. Nevertheless, Hiruzen eventually accepts responsibility for corruption under his administration and chooses Konoha’s interests over protecting his old friend 213 238 264.

His trust in Tobirama remains exceptionally strong: he would sooner question himself than his teacher. Although uneasy about Yi’s reforms and the loss of his own office, he accepts the transition, contributes to the new government, and later dismisses a fleeting thought of ruling through an inexperienced successor 337 413.

Abilities & Skills

Five Nature Transformations

Hiruzen’s foremost specialty is combining the five basic chakra natures into coordinated ninjutsu 4 195.

  • Five Release: Great Combo Technique — A formidable combination attack; the narration describes him as unmatched in combining Five Element Ninjutsu 195.
  • Elemental synergy — His combinations can produce destructive power greater than the sum of their individual techniques 74 195.
  • Fire Release — Described as ranking among the shinobi world’s three strongest Fire Release users at the time of Kagami’s death 4.
  • Earth-Style Wall — Defends against Danzō’s enhanced Wind Release during their confrontation 247.
  • Transferable expertise — Defeating his Battle Space counterpart gives Yi insights that deepen his elemental understanding and assist his research into Kekkei Mōra 195.

Taijutsu and Combat Judgment

Mito describes Hiruzen as a nearly complete ninja, citing his physical strength, taijutsu, ability to exploit openings, and control of a fight’s rhythm 74.

  • Holds a slight one-on-one advantage over Danzō even after Danzō gains substantial power from Hashirama’s cells 259.
  • Mito believes he would not necessarily lose a fight to the death against the Third Raikage; this remains her assessment rather than a demonstrated victory 74.
  • Believes he could face Tobirama at eighty percent strength, but acknowledges that even Hashirama at fifty percent would exceed his capabilities 245.
  • Cannot fly, allowing Ōnoki to pressure him with surrounding ground forces 259.

Summoning: Enma

Hiruzen summons Enma as a combat partner. Enma can transform into a staff, which Hiruzen uses against Danzō 246.

  • Enma obeys Hiruzen’s direction despite being bewildered by the resurrected Hokage and Kagami 246.
  • Mito includes his summoning beast among the advantages that could let him contend with the Third Raikage 74.

Sealing Jutsu and Genjutsu

Hiruzen is highly skilled in both sealing techniques and genjutsu, contributing to Mito’s assessment that he has few obvious weaknesses 74.

  • Dead Demon Consuming Seal — His Battle Space counterpart possesses the technique, but Yi defeats him before he can use it 195.
  • Flying Thunder God limitation — Studied the technique under Tobirama without mastering it. He understands its demands for spatial talent, reflexes, eyesight, and sealing fundamentals 27.

Surveillance and Intelligence

  • Watches Academy students through a Crystal Ball in the Hokage Office, including Yi after Kagami’s death 4.
  • Coordinates Anbu and Root protection for Tsunade’s squad, adding Hatake Sakumo to the operation targeting Kumogakure’s spies 37.
  • Receives Yi’s battlefield intelligence through Katsuyu, including the locations of Kirigakure’s Three-Tails and Six-Tails 135.

Mentorship and Administration

  • Recognizes Minato’s rapid improvement and evaluates potential teachers for both him and Yi 13 16.
  • Invests in talented civilian-born ninja, including Orochimaru, Jiraiya, and Minato, while building their connections to the Hokage Lineage 127.
  • Later teaches Minato political reasoning, explaining why opponents feared acting openly while Yi could expose them through genjutsu 413.

Equipment / Weapons / Items

  • Enma’s staff form — His weapon during the fight against Danzō 246.
  • Tobacco pipe — Smokes while considering intelligence and village policy in his office 60 61.
  • Crystal Ball — Used for remote observation of Academy students 4.
  • Flying Thunder God Kunai — Holds one while awaiting Yi’s help against the resurrected Hokage; possession does not indicate mastery of the technique 245.
  • Thunder God Sword — Authorizes the transfer of Tobirama’s sword to Yi after Tsunade proposes exchanging it for a record of Chidori 27 28.

Relationships

  • Tobirama Senju — Teacher and predecessor. Hiruzen strives to justify Tobirama’s trust and later defers to his support for Yi’s reforms 27 337.
  • Shimura Danzō — Childhood friend, fellow disciple, adviser, and political rival. Their partnership collapses over corruption, forbidden experiments, and Danzō’s resistance to Yi’s succession 213 244 259.
  • Kagami Uchiha — Fellow disciple and trusted bridge between the Uchiha and Konoha. Kagami supported his accession, while his unresolved death remained a source of suspicion and regret 1 4 191.
  • Uchiha Yi — Kagami’s son, beneficiary of Hiruzen’s support, and eventual successor. Yi calls him “Uncle Sarutobi” and acknowledges his generous treatment despite their political tensions 106 197 340.
  • Tsunade — Student. Hiruzen entrusts Yi and Kushina to her and supports her medical research while warning of approaching war 15 26.
  • Orochimaru — Student and initially favored potential successor. Hiruzen gives him command opportunities and permits his examination of White Zetsu 67 83 107.
  • Jiraiya — Student. Hiruzen keeps his wartime desertion quiet, preventing demands that he be declared a missing-nin 164.
  • Mito Uzumaki — Senior protector whose backing helped him become Hokage. He respects her authority and later accepts her arrangements for Kushina’s succession as jinchūriki 61 136 283.
  • Kushina Uzumaki — Future Nine-Tails vessel under his administration. He hopes Wood Release research might offer an alternative that preserves her freedom 106.
  • Hatake Sakumo — Loyal subordinate. Hiruzen values Sakumo’s decision to report to him before obeying Mito’s request and urges him to seek treatment for his injuries 60 61.
  • Utatane Koharu — Longtime political ally and adviser; later shares responsibility for the new Cabinet 198 213 337.
  • Mitokado Homura — Longtime ally whose support helped Hiruzen rise to power. Homura’s severe battlefield injuries weaken their political circle 198 213.
  • Minato Namikaze — Civilian-born talent Hiruzen admires and later guides in political matters. He considers Minato a strong future Hokage candidate 107 413.

Story Role / Major Arcs

Managing the Next Generation

After Kagami’s death, Hiruzen monitors Yi and suspects both Danzō and the Uchiha leadership, but does not pursue an investigation. He refuses to let Danzō recruit Yi into Root, instead wanting the boy to remain visible and influential within his clan 4 5.

At the Academy assessment, he arranges mentorship intended to develop talent without destabilizing village politics. Tsunade’s appointment connects Yi to the Hokage Lineage without initially positioning him as a successor. Hiruzen later approves early graduation and allows Yi to study Flying Thunder God 15 26 27.

War Preparation and Restraining Yi

Hiruzen funds Danzō’s Wood Release experiments and helps organize the operation meant to expose Kumogakure spies targeting Kushina. After Jirabi’s capture, he rejects Danzō’s proposed conquest and preserves the prisoner as diplomatic leverage 37 61.

He places Tsunade, Jiraiya, and Orochimaru in command of the Land of Rain campaign, with Orochimaru taking the lead. Meanwhile, he keeps Yi in Konoha for two years—a decision combining concern about sending children to war with an effort to manage Yi’s development 75 76 83.

After Yi rescues his three students, Hiruzen offers him command of an Anbu squadron protecting Mito’s residence and Kushina. He also permits selected Uchiha to join, presenting the arrangement as a step toward stronger village–clan ties 106.

Accepting Yi as a Successor

Yi’s escalating victories change Hiruzen’s position. He defends Yi’s destruction of Kirigakure as a legitimate wartime opportunity and commits one thousand Sarutobi ninja to serve under him, intending that many become Yi’s trusted followers 180 181.

When Yi single-handedly routs Kirigakure’s army, Hiruzen comes to regard him as Konoha’s only viable future Hokage. He nevertheless recognizes that combat strength is not sufficient preparation for leadership and plans to teach him broader skills 191.

Breaking with Danzō

Evidence of embezzlement forces Hiruzen to confront abuses within his own circle. He demands repayment of stolen supplies, punishment sufficient to deter further corruption, and accepts responsibility for allowing the scandal during his tenure 211 213.

His attempt to confront Danzō outside the village backfires when Danzō resurrects Hashirama, Tobirama, and Kagami. Kagami’s involuntary resurrection ends Hiruzen’s willingness to spare his former friend. Yi handles the resurrected shinobi while Hiruzen summons Enma and attacks Danzō directly 244 245 246.

Ōnoki subsequently orders Stone shinobi to surround Hiruzen, hoping to use him as leverage against Yi. Danzō chooses his ambitions over helping his lifelong friend, prompting Tobirama to conclude that he has abandoned the Will of Fire 259.

Succession and the Cabinet

As Yi’s appointment becomes politically inevitable, Hiruzen announces an election for the Fourth Hokage. He acknowledges the difference between his own cautious policies and Yi’s willingness to project Konoha’s power beyond its borders 283 323 324.

Hiruzen accepts the replacement of the elders’ council with a Cabinet and agrees to oversee it alongside Koharu. After Yi’s inauguration, he continues advising him on foreign leaders’ intentions and supports the new administration’s reforms, including accepting blame for unpopular measures to preserve the Hokage’s public image 337 340 343 362.
