"All right, enough about him. Everyone has to pay for their own actions." Uchiha Yi tapped the table with a finger. Tsunade, Orochimaru, and Hiruzen Sarutobi all thought of Jiraiya.
There was little more Uchiha Yi could say. He and Jiraiya had once gotten along fairly well, but as the saying went, those who walked different paths could not work together.
Then again, if Uchiha Yi had not become Tsunade's student back then, and had become Jiraiya's instead, would Jiraiya have decided he was the Child of Prophecy?
But given what Jiraiya was like, being his student would have brought even more trouble. If Jiraiya learned that Uchiha Yi wanted to unite the Shinobi World, he would certainly try to stop him, telling him it was wrong and would bring disaster to the Shinobi World.
Jiraiya could not control Uchiha Yi now, but things would have been different if Uchiha Yi had been his student.
Hiruzen Sarutobi sighed quietly. None of this was good, but he knew Jiraiya's character. Once Jiraiya made up his mind, he would not change it. No one was more steadfast.
"What I want to discuss next is whether we should bring the small countries around the Land of Fire under our control." Uchiha Yi swept his gaze across the room. "It's hard to say how many countries and factions there will be in the future, but we need to prepare.
"We haven't fully integrated the Land of Fire yet, but it's time to start making plans."
"If we occupy those small countries now, we won't gain anything from them. We'll have to spend resources helping them instead.
"Granted, some of them have decent resources, and a few even possess useful capabilities.
"But we have to admit that none of them are as prosperous as Konoha.
