"Lord Raikage, bad news! Those bastards from Iwagakure and Kirigakure broke the rules and stole the Tail-Locking Seal we found in the Land of Whirlpools."

"There were more than a dozen of us in the squad. Only a few of us made it back."

"The others are all dead! Waaah... Lord Raikage, you have to get justice for us!" A Kumogakure ninja came running from the distance, his face smeared with blood. Tears filled his eyes as he reported to the Third Raikage, his expression full of hatred.

"What? Those bastards from Iwagakure and Kirigakure have a death wish!" the Third Raikage said, his face darkening.

"I knew that damned runt Ōnoki was up to no good. He's been plotting against Kumogakure all along. And that old bastard Unnamed—he thinks Kirigakure can push me around?"

"Damn it. I'm the one who robs people, not the other way around. Hmph!"

"Grab your weapons, boys. We're going to wipe those bastards out."

The Third Raikage flew into a rage and led the Kumogakure ninja toward Iwagakure's camp, ready to kill.

Aside from the sealing power in the Uzumaki Clan's bloodline, the Tail-Locking Seal was one of the few Sealing Jutsu capable of suppressing Tailed Beasts.

Everyone knew Iwagakure had the Four-Tails and Five-Tails, but Kumogakure had the Two-Tails and Eight-Tails. The Two-Tails, that big cat, was usually well behaved. The Eight-Tails, though, was a hot-tempered giant octopus, and every rampage caused Kumogakure heavy losses.

The more the Third Raikage thought about it, the angrier he became. Whoever ended up with the Tail-Locking Seal, Ōnoki's ambition alone made the prospect of Iwagakure obtaining it unthinkable. The Shinobi World might never know peace again.
