Background and History

Madara Uchiha and Hashirama Senju founded Konoha together. Madara later left the village, and his actions contributed to Tobirama Senju’s distrust of the Uchiha. Even so, Tobirama considered whether appointing Kagami Uchiha as Hokage could help repair relations between the clan and Konoha 4 6.

The clan was divided between Hawk and Dove factions. Hardline elder Uchiha Setsuna advocated schemes against Tobirama, while Kagami argued that rebellion would endanger the clan. After revealing his Mangekyō Sharingan to the clan council, Kagami won its leaders’ support for ending factional divisions, improving the Uchiha’s reputation, and seeking a future Uchiha Hokage 6.

Tobirama ultimately named Kagami the Third Hokage on his deathbed. The appointment delighted many Uchiha but raised concerns among other clans about their influence under an Uchiha leader 14.

Abilities

Sharingan

• The Sharingan is the Uchiha clan’s eye technique. Kagami uses it to place Ginkaku under a brief genjutsu during combat 2.
• Some members possess the Three-Tomoe Sharingan, including elite jōnin Uchiha Tsukiyama 21.

Mangekyō Sharingan

• Kagami’s awakening gives him access to Susanoo, which he uses against Ginkaku and Kinkaku 2 3.
• Kagami warns the clan council that his Mangekyō is not eternal and that overuse could blind him 6.
• Kagami’s individual Mangekyō abilities are Katsuyu Mikoto, which accelerates his own healing, and Ame-no-Minaka, which fuses and refines chakra from different sources 20.

Place in Konoha

• Military Police Force — The force had been limited to Uchiha members. As Hokage, Kagami opens recruitment to qualified shinobi from any background, arguing that exclusive control deepened suspicion of the clan 19.
• Village leadership — Kagami becomes the Third Hokage, and later appoints Setsuna as an Elder 14 28.
• Clan relations — Uchiha and Hyuga shinobi have a longstanding rivalry. Setsuna’s confrontation with Hyuga head Tokuma during debate over Academy attendance nearly becomes a fight 17 18.
