Rubick refused. "Stop thinking about starting a fight here. If we actually fought, those Marines wouldn't survive."
Rubick turned to Luffy and the others. "Outsiders call Dressrosa the kingdom of toys, but while investigating Doflamingo, I discovered someone terrifying."
Luo looked surprised. "Someone even more terrifying than Doflamingo?"
"Yes. Doflamingo has a little girl working for him named Sugar. She has the Hobby-Hobby Fruit. Anyone she touches instantly turns into a toy, and everyone in the world forgets that person."
A sharp breath went around the group.
Robin's expression turned grave. "Then the toys in that country..."
"That's right. They're all people Sugar turned into toys. They're still aware of themselves, but they can't defy her will, and everyone has forgotten them. I suspect they were once citizens of Dressrosa."
Luffy was furious. "Then what are we waiting for? Let's send that flamingo flying right here!"
"That's why I said we can't," Rubick replied. "If something happens to Doflamingo here and Sugar threatens the toys' lives, wouldn't we be indirectly getting those people killed? I don't want that on my conscience."
Luo scoffed. "Someone like you worries about that?"
"Yeah. Is that a problem?"
Rubick paid Luo no further mind. At heart, Luo was simply a pirate. As someone raised in the traditions of the Dragon Kingdom, Rubick believed in having a just cause. Doflamingo was still a Shichibukai; if Rubick attacked him first, he would be directly opposing the Marines.
"All right, leave as soon as you can," Rubick said. "I doubt it'll be long before Doflamingo arrives. You pirates should stop making trouble for Smoker."
