On Reverse Mountain, the Navy had set up a temporary war room. Most of its forces had gathered there, ready to rush to the Four Seas or the first half of the Grand Line as quickly as possible.
Smoke filled the war room. As he listened to the Intelligence Agents' report, Kong pinched out the glowing tip of his cigarette.
At some point, Kong had taken up smoking to ease the pressure on himself.
"We know the strength of the Rocks Pirates. There's no way we can stop every one of them. As for Shiki, unless we track him down, we'll have to let him go."
