Government and Royal Authority
The Tartarus Royal Family has ruled for more than a thousand years. Its authority rests on entrenched legitimacy, direct control of the military, and overwhelming personal strength. A monarch is expected to be powerful even when capable officials can handle ordinary administration 3 18. The kingdom’s religion and myths further reinforce the family’s position; its High Priest is one of Hades’s uncles 547.
Bane held the title of king for over twenty years and served as regent until Hades assumed rule and leadership of the family. Hades already exercised substantial authority through the Underworld Prison before his accession 14 18. At his coronation, Bane handed him the ancient royal scepter and sword, then the crown; Hades became ruler of both the kingdom and the Tartarus Family 247.
The Tartarus family is the kingdom’s sole dominant noble house. Other houses have been destroyed, declined, or become politically inactive; factions with competing loyalties were extensively purged after the earlier war. This concentration of authority allows national reforms to proceed without a powerful rival aristocracy 14. Under Hades, centralized information records and control of domestic public discourse have further strengthened royal administration 982 991.

History
First World Government-Backed Rebellion
More than thirty years before the present narrative, the World Government incited a rebellion after years of preparation. Its objective was to divide the kingdom and establish a friendly replacement regime. At its height, the uprising engulfed one-seventh of Kronos’s territory; the rebels founded the separate Chronos Kingdom on occupied land 2.
The royal army recovered much of the territory, but the Government preserved its foothold by financing an eighteen-kilometer defensive line, averaging twenty meters high and mounting thousands of cannons. It secretly reinforced the rebels with 300,000 Red Line army troops under an Army General 3.
Kronos chose attrition over a costly breakthrough. Its forces confined the enemy behind the fortifications while royal operatives intercepted, captured, or sank supply shipments. Maintaining Chronos cost the Government at least eight billion Beli annually, while Kronos retained abundant food supplies and overseas trade. The stalemate lasted more than a decade 3.
Jaeger’s Return
Crown Prince Tartarus Jaeger went to sea under a false identity to gain the strength needed to resolve the conflict. Upon returning, he killed the enemy Army General in direct combat. The opposing army had grown to approximately 500,000; nearly half were slaughtered, and the remainder were captured. Chronos collapsed, rebel forces were executed, and the lost territory returned to Kronos 3 4.
Jaeger’s identity was exposed, but he did not remain to inherit the throne. He later helped found the Rocks Pirates and became a major enemy of the World Government and Marines 4.
Loss of Jaeger and Renewed Rebellion
Eight years before the narrative’s opening, Jaeger died after two days of fighting against a large Marine and CP0 force. Another exceptional kingdom fighter died alongside him, giving Kronos its first simultaneous loss of two top-tier fighters in a thousand years. The family considered retaliation but restrained itself because Hades remained its future 4 5.
In the two years preceding the narrative’s opening, the World Government renewed its efforts to foment rebellion. Its motives included fear that Jaeger’s son would become another comparable threat 4.
Hades’s Departure and Continuing Development
A Cipher Pol agent infiltrated the palace and beheaded Hades’s prepared double. Although the attacker was killed, the incident exposed the limits of palace security and reinforced Hades’s decision to leave, seek greater strength, and pursue protection through the Rocks Pirates 2 14.
Before departing, Hades established development priorities covering agriculture, industry, research, and transport. Bane remained responsible for implementation, while the Academy and Underworld Prison continued reporting to Hades abroad 14 20.
Reports received during Hades’s two-year training period showed agricultural mechanization and transport construction producing results. A rebel counterattack launched roughly three months after his departure was easily crushed. Kronos continued containing the rebels rather than eliminating them, forcing the Government to sustain an increasingly costly commitment 39.
Eight years after leaving, Hades returned to a kingdom whose industrialization had multiplied productive capacity and improved living standards. It had also received wartime migrants, who were required to work for ten years before obtaining citizenship 169.
Hades’s Accession and Territorial Consolidation
After the Rocks era, the kingdom brought the Pluton Pirates into its security arrangements while publicly maintaining a distinction between the pirate force and the state. The pirates protected nearby waters, islands, ships, and routes; their members could later choose kingdom service, civilian life, or continued piracy 226 235. Kronos consolidated new holdings with Army and navy deployments, border patrols, pirate bases, and plans for industrial, shipbuilding, entertainment, and covert-operation centers 231.
The kingdom had prepared public support for Hades’s succession for years. He returned as Jaeger’s son, the acknowledged heir, and the pirate known as Pluton 226. Bane formally passed the throne to him at a broadcast coronation, after which Hades released Conqueror’s Haki across the kingdom and surrounding waters 247.
Global Influence and the New Government
Kronos expanded its territorial and commercial reach while generally keeping its full strength concealed. It later reconciled with the World Government, cooperated with it in several fields, and became a member state, without abandoning its longer-term opposition to the Government’s rule 856 900 991 992. Hades attended the Reverie, where the kingdom’s arrival and trade influence drew worldwide attention 999 1003.
As plans for a New World Government advanced, Kronos secured a proposed Superpower seat. Hades sought to make its strength visible at a politically useful moment; following Tyr’s warning at Paros Island, rival kingdoms withdrew their challenge to Kronos-aligned arms suppliers 1232 1233 1238. The kingdom subsequently established a dedicated talent-recruitment policy to sustain both its position at sea and its expanding operations beyond the planet 1281.
Economy and Trade
Revenue and Currency

- Covert ownership: Kronos holds stakes in apparently independent firms, cultivates proxies, and has quietly gained control over industries and, in some cases, entire national economies 852 991 1003.
Island Turtle Fleet
Kronos operates ten adult Island Turtles, each more than 10,000 meters long. They function as mobile trading islands, transporting goods between the New World and the Four Seas 8.
- Routes: Can cross the Calm Belt, travel through storms, and withstand Sea Kings 8.
- Cargo protection: Specialized taming technology enables diving and sealed internal spaces that keep seawater away from goods 8.
- Trading towns: Entire towns are protected by enormous glass domes made with the kingdom’s highly durable glassmaking technology 8.
- Defensive escape: A turtle can dive beneath the sea while its dome protects the settlement above 8.

It can exclude goods from its transport network, while companies backed by the kingdom acquire market share in other nations, sometimes with favorable tax terms negotiated through diplomacy 999 1003 1081. Hades favors this indirect influence over overt world rule, which he judges costly to maintain and likely to provoke resistance 991.

The kingdom possesses fighters capable of rivaling Admirals. Its leadership regards an Admiral-level defender as essential to protecting its territory from both Government schemes and New World pirates 3 4. Its accumulated veterans and later generations substantially increased that strength: the kingdom was described as able to field ten Top Combatants if necessary, and Marine intelligence later assessed it as possessing more than ten 339 777.

The kingdom developed a system of five enormous Royal Military Academies, one in each region. Together they admit more than a million students annually and have over ten million across their cohorts. Their twelve-year program combines academic instruction, combat experience, medical care, and physical training, including use of the Gravity Field 990.
Graduates enter the Army, navy, instruction, commercial security, and other occupations. Military enlistment is selective: prospective recruits are expected to have mastered several of the Six Powers, and Sakazuki judged recruits at one base comparable to elite Marine Headquarters graduates 989 990. The royal family subsidizes sixty percent of tuition for orphans and provides campus work opportunities 990.

- Transport networks: An extensive subway system connects military bases to the capital. The kingdom also builds high-speed underground and sky trains and manufactures Sea Trains whose sound-emitting systems repel Sea Kings 226 992 993.
- Later food production: After a period of heavy grain imports, improved methods and multi-harvest, high-yield crops allowed the kingdom to meet its needs and export a surplus. Production was estimated to feed 500 million people, with greater capacity possible through development of controlled islands 852.
- Land-expansion project: More than twenty vast tower-like structures were built as Hades sought ways to create land beyond the kingdom’s largely cultivated farmland; their function was not explained at the time 852.
- Interstellar expansion: The kingdom has begun cautious exploration and colonization beyond its planet. Its operations include reconnaissance of inhabited worlds, study of alien technology, and use of the Mirror-Mirror Fruit for travel between worlds 1254 1281.
Foreign Relations
- World Government — Historically Kronos’s principal adversary, responsible for rebellions and covert attacks. The two later reconciled and cooperated, and Kronos became a member state; Hades nevertheless continued planning for an order that would replace the Government 2 10 856 900 991 992.
- Chronos Kingdom — Separate rebel regime created during the first uprising, not an alternate name for Kronos. Its survival depended on Government supplies until Jaeger destroyed it 2 4.
- Marines — Both a historical security threat and a paid commercial protector. The kingdom hired Four Seas Marines to guard trade, later received World Government escort privileges, and maintained diplomatic contact with Marine officers 2 8 24 241 992.
- Rocks Pirates — Kronos was among the anti–World Government powers backing the coalition. Hades sought a place within it partly for deterrence, though Bane acknowledged that Kronos could not match its full strength 2 23.
- Pluton Pirates — Formerly Hades’s pirate crew and later a closely linked force protecting the kingdom’s territorial and maritime interests 226 235 991.
- Trading partner kingdoms — Potential allies whose purchases and commercial dependence support Kronos. Some covertly sabotaged Government operations without openly entering the conflict; access to the kingdom’s partner network is screened 8 10 237.

Celestial Dragon Status
The direct Tartarus line has Celestial Dragon ancestry. Influential supporters offered a route by which Hades—or a future family head—could acquire Celestial Dragon status. Kronos treated this as a contingency rather than a policy while it remained strong enough to resist independently 40.
The offer did not permit the entire Tartarus family to become a new hereditary Celestial Dragon house. Celestial Dragon Law reserved hereditary membership for the original Twenty Kings’ families, and the Council would reject such an addition. Support for Kronos was also factional: the Five Elders and some Celestial Dragons opposed it, while other families maintained profitable ties 40 778.
Kyle, Hades’s son and a member of the Marines, later received honorary Celestial Dragon status in recognition of his wartime achievements and his ties to both the Ethanbaron and Tartarus families. The award did not make the Tartarus family a hereditary Celestial Dragon house 900.
