Shiki's interest was piqued. He passed over the Pluton Pirates and the other forces behind the scenes entirely.
Clearly, they saw him as a pawn and would never truly help him fight.
Even if they offered, Shiki would not trust them. They could stab him in the back at any moment, or simply seize the fruits of his victory.
The support they gave him now was just right.
Any more, and he worried he would not be able to handle it.
"Have you heard of the Revolutionary Army? Its leader is Garp's son, Dragon."

Shiki frowned. He had heard of the group, but it had made little impact before the World Government suppressed it.
Still, hearing that its leader was Garp's son surprised him.

"Don't underestimate them. The World Government may be suppressing them now, but sooner or later they'll grow. Dragon has the potential to reach our level, and he's already one of the few monsters on the seas."

He trusted that the Flying Pirates had their own ways of contacting the Revolutionary Army.
The Revolutionary Army was being suppressed at every turn. With the Flying Pirates' support, its development would surely go much more smoothly.
The Flying Pirates were vast enough to provide what the Revolutionary Army needed to grow.
Arms and food alike could be transported through Flying Pirates territory.
That would spare the other factions a great deal of trouble. It would keep the World Government
