The conference room fell silent.

"To keep out northern nomads?" The adviser shook his head, dismissing the idea himself.

"What could northern nomads have done to make a Mutant of Qin Shi Huang's caliber build something so vast? What was he defending against?"

No one there could answer. Perhaps only the First Emperor himself knew.
