To be honest, he could simply control the Nine-Tails with genjutsu. There was no need for all this trouble.

But if he controlled Kurama directly with genjutsu, Kurama and Naruto would never come to understand each other. Naruto might only manage a standard Tailed Beast transformation like Killer B.

He wouldn't be able to enter Nine-Tails Chakra Mode.
