Background / History
Chiba's original designation was 40392. She was born on an island in District 14 where people attempted to identify and train Quicksilver Needles independently. She later revealed that the name “Chiba Masaki” originally belonged to a girl she knew: “Chiba” came from a coastal town, while “Masaki” came from a pirate of the Great Blackout Era. 316 317
After discovering human experimentation involving Chelated Disease and bunker graduates, 40392 and the original Chiba chose to become Chelated Beings to survive. During a seventy-six-hour battle against other Chelated Beings, she lost an arm and a leg and ultimately killed the real Chiba Masaki herself. 317 318
At approximately eleven years old, she was discovered during a Chelated Tide in eastern District 14 because of her exceptional combat traits. While placed in District 14's reserve system, she repeatedly attempted escape, killing two training officers and later another Quicksilver Needle at a behavioral correction center. AHgAs prepared to execute her before the Tanyi Reserve Base agreed to take her in. 230
Ava Morgan became Chiba's training officer, aide, and guardian at the Tanyi base. Their relationship remained deeply influential despite Chiba's resistance to Ava's advice and their frequent conflicts. 115 309 311
During an investigation in District 5, Chiba suffered injuries severe enough to require the amputation of her left arm and leg. She later replaced them with lifelike prosthetics created through Golden Age technology, treating the artificial limbs as replaceable tools rather than parts of her identity. 42 43 44
Appearance
When Hesta first met her, Chiba was a tall young woman with an austere, masculine style of dress and an imposing presence. Her hands had an unusual texture, hinting at her nonhuman physiology. 8
- Black hair, usually tied in a short high ponytail; she occasionally wears it loose. 8 42
- Sharp gray eyes, described as silver-edged while she is in Bullet Time. 8 400
- Rimless glasses with shallow yellow pentagonal lenses. 8
- Often wears khaki men's overalls, a gray-white shirt, a dark turtleneck, black boots, and a slate-gray coat. 8
- Her left arm and leg were replaced with highly realistic Golden Age prosthetics after her injuries. 42 44
Personality
Chiba is incisive, self-assured, and difficult to pressure. She distrusts systems that promise safety through rules alone, believing that people must understand threats and establish their own means of resistance. Her guidance to Hesta emphasizes studying an enemy's limits rather than passively trusting protection. 25 30
She is also analytical and intellectually playful. Chiba studies case files in detail, quickly identifies patterns in evidence, and enjoys provoking philosophical arguments without always revealing her own position. Her explanation of the “Fair World Hypothesis” reflects her interest in how people rationalize misfortune and blame victims. 54 143 144 145
Her compassion is highly selective. Chiba is openly affectionate and protective toward Hesta, but her concern for individual allies contrasts with her detached attitude toward strangers whose safety conflicts with her mission. This pragmatism repeatedly brings her into conflict with Molly, Silei, and others who prioritize procedure or public welfare. 52 79 360
Abilities & Skills
Bullet Time
Chiba possesses an exceptionally long Bullet Time duration, reportedly lasting more than seventy hours. Her speed and endurance made her a legendary figure among District 3's Quicksilver Needles. 151 230
- Pursued an Aberrant across Tanyi's rooftops after other Quicksilver Needles withdrew from the chase. 151
- Can move quickly enough that other combatants perceive only an afterimage. 151
- Entered Bullet Time aboard the Ascending Bright to take control of a theater crisis. 400
- Has sufficient combat experience to recognize the danger of an opponent entering an Acheron Moment and disengage immediately. 205
Close-Quarters Combat
Chiba is unusually willing to fight Aberrants at close range, a method most Quicksilver Needles avoid because of its high risk of catastrophic injury. 117 204
- Uses acrobatic movement, throws, kicks, and joint-breaking strikes; she killed a train robber with a neck-breaking leg hold. 132
- Defeated three armed train robbers and helped capture the remaining three in less than five minutes. 132
- Subdued Hesta during her prison escape attempt despite Hesta's violent resistance. 219
- Can incapacitate hostile civilians almost instantly, including a passenger who attempted to attack her aboard the Ascending Bright. 359
Aberrant Hunting
Chiba's signature killing tool is a 36-centimeter ice pick she calls a “scalpel.” Rather than using standard triangular bayonets or attacking through the eyes and nasal cavity, she restrains an Aberrant from behind and drives the weapon into its prefrontal cortex. 117
- Her method can leave an Aberrant physically alive but docile and without the will to kill. 117
- She regards this as a form of mercy toward people consumed by the Chelating Fungus. 117
- The technique is extremely dangerous; when Chiba is injured in close combat, her wounds tend to be critical. 117
Investigation and Technical Support
Chiba is an effective investigator with access to AHgAs operational resources and classified surveillance technology.
- Reviewed Hesta's battle footage frame by frame to identify the conditions of her unusual combat state. 69
- Joined the Hoffman Case investigation as AHgAs support staff and provided urban capture radars with higher tracking capacity than civilian equipment. 143 148
- Independently reached the same deduction as Silei concerning clues concealed in the murder photographs. 143
- Investigated Volva and missing-person cases in the Wasteland, eventually forcing Old Charlie to reveal information through a violent interrogation. 126 275
Training and Tactical Instruction
Chiba has extensive knowledge of Quicksilver abilities, including Bullet Time, Constraint Time, and the Acheron Moment. 29 30
- Taught Hesta to identify an opponent's Bullet Time limitations and exploit Constraint Time. 25 30
- Trained Hesta in firearms use, focus, and hostage-target discrimination. 42
- Halted Hesta's extreme Second Awakening training after determining that further exposure to Chelated Beings was unsafe, shifting instead toward testing the triggers and limits of Hesta's combat state. 72
- Encouraged persistence through victory, while warning Hesta to imitate Tulan's courage rather than her recklessness. 74
Apparent Multipresence
Silei discovered that a person using the name “Kisaba Chima” had repeatedly appeared in a neighboring town while Chiba was supposedly sailing elsewhere. This led Silei to suspect that Chiba could somehow be in multiple places at once, though the mechanism remains unexplained. 1175
Equipment
- “Scalpel” — A 36-centimeter ice pick used for precise prefrontal-cortex strikes against Aberrants. 117
- Firearms — Chiba carries guns during operations and allowed Hesta to use one during the safe-room incident. 68
- Golden Age prosthetics — Artificial left arm and leg obtained after her District 5 injuries. 44
- Rimless pentagonal glasses — Her usual eyewear. 8
- AHgAs and Special Operations credentials — Her authority and identification allow her to override personnel such as Lande during active operations. 340
Relationships
- Hesta / Jane Hesta / Eureka — Her ward, trainee, and the person Chiba protects most consistently. Chiba introduces Hesta to the reserve system, trains her, investigates threats against her, and repeatedly intervenes on her behalf despite institutional consequences. 10 52 69 148
- Ava Morgan — Former training officer, aide, and guardian. Their relationship is marked by Ava's strict guidance, Chiba's long history of disobedience, and eventual remorse and reconciliation. 115 309 311
- Valenti Viking — Old classmate and close friend. Chiba trusts Valenti with concerns she shares with few others, while Valenti provides psychological support and challenges Chiba's self-destructive habits. 10 43 54
- Silei — Police officer and investigative ally. They cooperate effectively on the Hoffman Case but frequently clash over law, transparency, and Chiba's willingness to sacrifice public reassurance for operational priorities. 133 143 360
- Anna Sokolova — A figure from Chiba's past with whom she shares a fraught, intimate history. Their relationship is shaped by resentment, guilt, protectiveness, and arguments conducted in an unfamiliar language. 470 624
- Avinash — Quicksilver Needle affiliated with the United Government. They work on the Hoffman Case from opposing institutional positions, with Avinash remaining suspicious of Chiba's motives and ties to Hesta. 146 154 155
- Victoria — Fellow Quicksilver Needle and combat colleague. Victoria recognizes Chiba's capabilities, warns her of the Assassin's Acheron Moment, and later describes her as “truly terrifying.” 205 230
- Elu — Chiba's quiet aide, who manages her documents and assists during her recovery. 42 43
- Chiba Masaki (the original) — Her friend from District 14, whose name became central to 40392's identity. Chiba later revealed that she killed the real Chiba during their struggle to survive the bunker disaster. 316 317 318
Story Role / Major Arcs
Tanyi Reserve Base
Chiba brings Hesta to the AHgAs Reserve Training Base, where she is recognized as a highly respected figure. She protects Hesta from Military Police pressure, arranges her training, and begins acting as her guardian and mentor. 10 25 30
Her increasingly aggressive approach to protecting Hesta creates a conflict with Molly, who believes Chiba is breaking rules and endangering Hesta's future. Molly ultimately resigns from the base in part because of Chiba's actions. 69 72 79
Hoffman Case and the Assassin
Chiba returns to the Hoffman Case as AHgAs support staff, providing surveillance technology, investigative deductions, and Quicksilver combat support. Her involvement is driven in part by a determination to prove Hesta's innocence. 139 143 148
She pursues the suspected Aberrant through Tanyi, confronts the Assassin directly, investigates Hesta's past in Duanming Alley, and becomes increasingly uncertain whether the imprisoned Eclipse is truly Hesta. 151 205 208 209
Hesta's Imprisonment and Escape
Chiba searches Bruno City's courthouse and cemetery for Hesta, eventually finding her exhausted after discovering evidence of Hesta's Secondary Awakening and involvement in Fernan's death. 212
Although she physically subdues Hesta's later escape attempt, Chiba remains concerned about her injuries and condition. Her response combines forceful control with continued personal protectiveness. 219 220
*Ascending Bright* Voyage
Operating under Special Operations credentials, Chiba overrides Lande's orders to bring Hesta's group aboard the Ascending Bright. Once the ship is placed under AHgAs management because of larval-stage Chelated Beings, she becomes one of the voyage's principal authorities. 340 359
Her blunt announcement that the ship cannot dock, along with her refusal to offer false reassurance, intensifies her ideological conflict with Silei. Chiba insists that her primary mission is to deliver Bo Shanfu safely to District 14 rather than protect every passenger aboard. 359 360
During the ship's crises, Chiba repeatedly restores order through intimidation and violence, including killing Zero in the theater. Nevertheless, she continues to show patience and practical care toward Hesta, providing her room access, medicine, transportation, and support for her eventual civilian life. 400 455 637
